The medulla is responsible for autonomic functions such as breathing and consciousness  so when alcohol acts on the medulla, it makes us sleepy. Excess amounts can also cause fragmentary or “en bloc” blackouts because the alcohol blocks neurons from communicating , thus disrupting long term potentiation.
